Evaluation Consultant – UNEP Global Strategy Terminal Evaluation

About the role

The United Nations Environment Programme (UNEP) seeks an experienced Evaluation Consultant to conduct the terminal evaluation of its project "Implementing the Global Strategy for Sustainable Consumption and Production" covering EC 10YFP Phase III and Phase II. The assignment spans 64 working days within a nine‑month period and culminates in a concise evaluation report.

Key responsibilities

• Design and implement the evaluation methodology for the UNEP project.
• Collect, analyse and interpret project data and stakeholder feedback.
• Prepare an Inception Report (30% of total effort) outlining the evaluation plan.
• Draft a comprehensive report (40%) including two performance rating tables and annexes.
• Deliver the Final Evaluation Report (30%) summarising findings, conclusions and recommendations.

Required profile

• Proven experience in conducting terminal evaluations of international development or environmental projects.
• Strong understanding of sustainable consumption and production frameworks.
• Familiarity with UNEP programmes and the EC 10‑Year Framework for Sustainable Consumption and Production.
• Ability to work independently and meet tight deadlines.
