Evaluation Specialist – Strategic Communication Evaluation (UNEP)

About the role

The United Nations Environment Programme (UNEP) seeks an experienced Evaluation Specialist to lead a strategic evaluation of communication dimensions across its projects and programmes (2021‑2026). The consultant will work remotely with occasional field visits, reporting to the Evaluation Manager and the Director of the Evaluation Office.

Key responsibilities

• Develop and deliver the inception, draft, and final evaluation reports according to the agreed schedule (30% inception, 40% draft, 30% final).
• Apply UNEP Evaluation Policy and Project Management Manual to assess communication performance and outcomes.
• Engage stakeholders through a participatory approach, ensuring regular consultation and transparent communication.
• Triangulate data from multiple sources to produce evidence‑based findings and actionable recommendations.
• Identify lessons learned and best practices to inform UNEP’s Medium‑Term Strategy (2026‑2029) and future project communication planning.

Required profile

• Advanced degree in communications, evaluation, public policy, or a related field.
• Proven experience conducting strategic evaluations of communication programmes, preferably in an international or UN context.
• Strong analytical skills with the ability to synthesize qualitative and quantitative evidence.
• Excellent written and verbal communication skills in English.
