Principal Evaluator for Terminal Evaluation of UNEP/GCF Water Resilience Project

About the role
The United Nations Environment Programme (UNEP) seeks a senior consultant to lead the terminal evaluation of the UNEP/GCF project “Enhancing Climate Resilience of Water Sector in Bahrain”. The assignment is part‑time, spread over 46 days within a seven‑month period, and will be conducted primarily from home with occasional field visits to Bahrain.
Key responsibilities
- Develop and submit an inception report (30 % of total weight), a draft report (40 %) and a final evaluation report (30 %).
- Apply participatory, quantitative and qualitative methods to assess project outputs, outcomes and impacts.
- Maintain continuous communication with the project team and key stakeholders to ensure ownership of findings.
- Produce geo‑referenced maps and, where possible, geo‑referenced photographs of intervention sites.
- Present interim findings and recommendations to UNEP’s Evaluation Office.
Required profile
- Proven experience in conducting terminal or ex‑post evaluations of climate‑related projects.
- Familiarity with water‑sector challenges in Small Island Developing States.
- Ability to work independently and coordinate with multi‑disciplinary teams.
- Strong analytical and report‑writing skills.
