Programme Evaluation Specialist – Home based

About the role

The United Nations Environment Programme (UNEP) is seeking a Programme Evaluation Specialist to conduct mid‑term reviews of the Global Fund for Coral Reefs (GFCR) programmes. This home‑based consultancy will support UNEP's Marine and Coastal Ecosystem Unit in assessing programme performance, documenting lessons learned, and providing recommendations.

Key responsibilities

• Prepare an inception report and define monitoring‑targeted results (MTRs) for each GFCR programme.
• Conduct four desk reviews, one for each GFCR programme under review.
• Lead four on‑site review missions, produce mission reports, and draft MTRs.
• Collaborate with UNEP and the GFCR UN Global Team to finalize MTRs.
• Present findings, lessons learned, and recommendations to UNEP and the GFCR UN Global Team.

Required profile

• Proven experience in programme evaluation, preferably within environmental or climate‑related projects.
• Familiarity with mid‑term review methodologies and reporting standards.
• Strong analytical and writing skills to produce clear, evidence‑based reports.
• Ability to work independently and coordinate with international stakeholders.
