Programme Management Officer (P4) – ReliefWeb Platform Lead

About the role

The Programme Management Officer (P4) will lead the ReliefWeb platform, providing strategic direction, defining long‑term roadmaps and ensuring alignment with OCHA priorities and humanitarian user needs. Based in Nairobi, the incumbent reports to the Chief of the Information Services Section and heads the Community Platforms Unit.

Key responsibilities

• Act as product manager for ReliefWeb, shaping strategy, roadmap and delivery.
• Develop, implement and evaluate programmes and projects, monitoring progress and initiating corrective actions.
• Facilitate workshops, create quarterly workplans, product roadmaps and action plans, balancing stakeholder priorities and technical feasibility.
• Build relationships with product managers of other OCHA platforms to develop common data standards, schemas and AI integration.
• Research, analyse and present information from diverse sources to support policy development and evaluations.
• Design and run surveys to capture user needs for platform improvement.

Required profile

• Proven experience in programme and project development, monitoring and evaluation.
• Ability to coordinate policy development, conduct research and produce analytical reports.
• Strong facilitation skills for workshops and interactive sessions.
• Experience working with humanitarian actors and multi‑stakeholder environments.

Required skills

• Product management principles applied to digital humanitarian platforms.
• Knowledge of data standards, schemas and AI integration concepts.
• Survey design and user‑needs analysis.
