Project Management Advisor – Health Cooperation Framework (Kenya)

About the role

The Health Cooperation Framework (HCF) Project Management Advisor will support Kenya's Ministry of Health in implementing the five‑year HCF agreement between the Government of Kenya and the United States. Working within the Program Management Unit, the Advisor provides independent analytical support, advisory inputs, and technical counsel across the full scope of the framework.

Key responsibilities

• Deliver analytical assessments and recommendations to guide the transition of U.S. health assistance through the GoK financial system.
• Provide technical counsel to the Service Delivery, Strategic Interventions, and Project Administration arms of the PMU.
• Support performance‑metric tracking, reporting, and accountability for the health programs covered by the framework.
• Facilitate coordination between U.S. government agencies, the Ministry of Health, and county health authorities.
• Embed as a subject‑matter expert within government entities to strengthen sustainable health system management.

Required profile

• Specialist experience in health program management and cooperation frameworks.
• Familiarity with U.S. government health assistance mechanisms (e.g., USAID, DOS).
• Proven ability to provide independent analytical support and technical advice.
• Strong understanding of infectious disease programs (HIV, TB, malaria, GHS, MCH, polio).
