Senior Program Quality and Learning Officer – POWER Partnership

About the role

The Senior Program Quality and Learning Officer coordinates quality and learning across the six POWER country programs. Working with country WPE teams, local women‑led partners, and the WPE Global Practice, the role ensures technical quality against IRC WPE standards and the IASC GBV Minimum Standards while tracking scope, timeline, and budget delivery.

Key responsibilities

• Provide quality oversight across all six country programs to ensure survivor‑centered response, case management, safe spaces, clinical and MHPSS referral pathways, and social‑norms work meet IRC WPE technical standards and IASC GBV Minimum Standards.
• Serve as the connective link between the POWER partnership and the WPE Global Practice, translating core standards into partnership contexts and feeding partnership‑generated practice back into the core.
• Track and report on delivery against scope, timeline, and budget, flagging deviations early for adaptive management rather than end‑of‑cycle correction.
• Ensure MEAL and program data directly inform program adaptation, linking implementation evidence to wider sector trends and debates.
• Lead the design and delivery of the partnership learning pillar, coordinating cross‑country learning cycles, documentation, and structured reflection between IRC and partners.
