Senior Program Quality & Learning Officer (POWER Partnership)

About the role

The Senior Program Quality and Learning Officer will coordinate quality and learning across the six POWER country programmes. Working with country WPE teams, local women‑led partners and the IRC Global Practice, the officer ensures that programme design and delivery meet IRC WPE standards and the IASC GBV Minimum Standards.

Key responsibilities

• Provide technical quality assistance against IRC core WPE standards and IASC GBV Minimum Standards.
• Track and report delivery against scope, timeline and budget across Burundi, Ethiopia, Kenya, Somalia, South Sudan and Sudan.
• Identify deviations early and support adaptive management.
• Maintain two‑way exchange of standards and learning between the partnership and the WPE Global Practice.
• Contribute to the partnership’s advocacy pillar and design of the next partnership phase.

Required profile

• Senior‑level experience in programme quality assurance within humanitarian or development contexts.
• Familiarity with IRC Women’s Protection and Empowerment (WPE) standards and IASC GBV Minimum Standards.
• Experience coordinating multi‑country programmes and working with local women‑led organisations.
• Ability to work with donor partners, specifically Irish Aid, and manage reporting requirements.
