Technical Assistance Advisor – Window 3, Demographic Transition

About the role

The Window 3 Technical Assistance (TA) Advisor will lead the emerging Window 3 mechanism for the Women’s Integrated Sexual Health (WISH) – Dividend programme, providing senior technical oversight across seven African countries. The role focuses on demographic‑transition‑focused TA, helping governments translate demographic data into actionable policies and budgets.

Key responsibilities

• Provide technical leadership and delivery oversight for Window 3 TA activities.
• Design and scope high‑quality TA assignments in partnership with FCDO and government counterparts.
• Develop decision‑ready tools that convert demographic data into planning and budgeting insights.
• Build government capacity to uptake demographic evidence and strengthen institutional ownership of population agendas.
• Deliver technical inputs directly or manage local/regional consultants and consortium partners.
• Ensure all TA outputs meet agreed standards, respond to partner needs, and achieve defined success metrics.

Required profile

• Proven experience delivering demographic‑transition‑focused technical assistance in low‑ and middle‑income settings.
• Strong background in policy, financing and institutional analysis related to SRHR and population issues.
• Experience working with bilateral donors (e.g., FCDO) and government ministries.
• Ability to design and manage multi‑country TA programmes and coordinate diverse technical partners.
