Window 3 Technical Assistance Advisor – Demographic Transition

About the role

The Window 3 Technical Assistance (TA) Advisor will lead the emerging Window 3 mechanism for the Women’s Integrated Sexual Health (WISH) Dividend programme, providing high‑level technical guidance on demographic transition (DT) across seven African countries.

Key responsibilities

• Collaborate with FCDO and government counterparts to identify TA needs, design scopes of work and ensure delivery of high‑impact support.
• Develop decision‑ready tools that translate demographic data into actionable planning and budgeting insights.
• Build government capacity to uptake demographic evidence and strengthen institutional ownership of population agendas.
• Deliver technical inputs directly or manage local/regional consultants and coordinate contributions from consortium partners.
• Oversee quality of TA activities across all seven programme countries, ensuring alignment with FCDO objectives and agreed success measures.

Required profile

• Proven experience delivering demographic‑transition focused technical assistance in low‑ and middle‑income settings.
• Demonstrated ability to work with government ministries, donors and multi‑partner consortia.
• Strong analytical background with experience creating tools for data‑driven decision‑making.
• Excellent project management skills and accountability for delivering results on time and to quality standards.
