Assistant Manager – Somalia Stability Fund III

About the role

Adam Smith International is seeking an Assistant Manager to lead the delivery of the Somalia Stability Fund III, a multi‑donor initiative focused on governance, stability and peacebuilding in Somalia. The role will support the Programme Management Unit in ensuring the project meets its objectives, timelines, quality standards and donor expectations.

Key responsibilities

• Support overall project delivery, managing finances, operations, risk mitigation, technical analysis and consultant performance.
• Lead day‑to‑day project operations, events, coordination, monitoring & evaluation, and client reporting.
• Oversee budget preparation, quarterly reviews, financial forecasting and timely communication of changes to the client.
• Review and approve timesheets and invoices, ensuring compliance with client and ASI internal procedures.
• Identify and raise any fraud or corruption incidents promptly.
• Maintain the programme risk matrix, working with the security team to apply duty‑of‑care protocols.
• Provide regular updates on team and consultant burn rates, escalating issues or risks as needed.
• Ensure adherence to all ASI corporate policies, internal reporting requirements and client (FCDO) guidelines.

Required profile

• Proven experience managing donor‑funded projects, preferably in conflict‑affected or governance‑focused environments.
• Strong understanding of political‑economy dynamics relevant to Somalia or the Horn of Africa.
• Ability to coordinate multiple consultants and internal team members to achieve project results.
• Excellent analytical and reporting skills, with a focus on financial and risk management.
• Capacity to work closely with senior managers, clients and security personnel.
