Evaluation Consultant – Terminal Evaluation of CBIT Platform Phase II

About the role
The United Nations Environment Programme (UNEP) seeks an experienced Evaluation Consultant to lead the terminal evaluation of the Global Capacity Building Initiative for Transparency (CBIT) Platform Phase II. This remote consultancy will support UNEP’s evaluation office in delivering a comprehensive, participatory assessment of project outcomes.
Key responsibilities
- Prepare an Inception Report (30% of total effort) outlining methodology and work plan.
- Conduct quantitative and qualitative data collection and analysis, engaging key stakeholders throughout the process.
- Develop a Draft Report (40%) presenting preliminary findings and recommendations.
- Produce a Final Report (30%) incorporating stakeholder feedback and final conclusions.
- Create geo‑referenced maps and, where possible, geo‑referenced photographs of key intervention sites.
- Maintain regular communication with the project team to ensure ownership of evaluation findings.
Required profile
- Proven experience in conducting terminal or end‑line evaluations for international development or environmental projects.
- Familiarity with UN evaluation standards and the Paris Agreement transparency framework.
- Ability to work independently and deliver high‑quality outputs within a 6‑month timeframe (50 working days).
- Strong written communication skills in English.
