Program Development Manager

About the role

The Program Development Manager will support the Impact, Innovation and Influencing Director and country programme staff to grow Save the Children’s funding and partnerships in Kenya, ensuring the Country Strategic Plan is fully resourced.

Key responsibilities

• Lead the end‑to‑end proposal development process for new and existing donors, ensuring proposals are responsive, competitive and delivered on time.
• Coordinate design of proposals with the Program Quality and Development (PDQII) and Operations teams and integrate budgets prepared by Finance into final submissions.
• Develop and implement donor engagement plans, maintain relationships with donors and partners, and monitor funding pipelines.
• Support the Impact, Innovation and Influencing Director and country programme staff in expanding funding and partnerships to resource the Country Strategic Plan.
• Provide rapid response in major humanitarian emergencies, adapting working hours and priorities as needed.

Required profile

• Proven experience in programme development, fundraising or proposal writing within an international NGO or humanitarian context.
• Strong ability to work with multiple stakeholders across technical, finance, operations and senior management teams.
• Demonstrated agile leadership and capacity to manage complex, time‑sensitive tasks.
• Understanding of Save the Children’s strategic priorities and the three Breakthroughs for children.
