Programme Specialist – RISE Programme Manager (P-3) – Fixed Term

About the role

UNICEF is seeking a Programme Specialist to lead the RISE Programme in Kenya. The role is a fixed‑term, P‑3 level position based in Nairobi, focusing on large‑scale education system reform, youth skilling and employability.

Key responsibilities

• Provide overall leadership and country‑level coordination for the RISE Programme, overseeing multi‑partner and multi‑donor arrangements.
• Manage a multi‑million dollar programme budget and ensure efficient resource allocation.
• Translate programme delivery into policy dialogue and influence with government, private sector, CSOs and academia.
• Oversee the design and scaling of EdTech and digital learning solutions.
• Conduct equity, gender and data analysis to inform strategic planning and financing.

Required profile

• Master’s degree (or equivalent) in Education, Management, Development Economics, Psychology, Sociology or a related field.
• Minimum five years of experience in education systems reform, workforce development or large‑scale social sector programme leadership.
• Proven experience managing multi‑partner, multi‑donor programmes at national scale.
• Demonstrated ability to influence policy and drive institutional change.
• Fluency in English.
