WASH Systems Strengthening Evidence Synthesis Consultant

About the role

UNICEF is seeking an experienced consultant to lead an evidence synthesis on WASH systems strengthening across a purposive sample of countries. The assignment will support UNICEF’s shift from direct service delivery to technical assistance that helps governments build sustainable, equitable, and climate‑resilient WASH services.

Key responsibilities

• Review and synthesize evidence on WASH policy formulation, financing, governance, workforce development, and monitoring from selected country case studies.
• Apply UNICEF’s 2024 WASH systems strengthening framework to structure the analysis.
• Produce a concise, contribution‑focused report highlighting systemic outcomes, best practices, and gaps.
• Provide actionable recommendations for future UNICEF WASH programming and advocacy.
• Collaborate remotely with UNICEF WASH experts and country focal points.

Required profile

• Advanced degree in public health, international development, environmental studies, or a related field.
• Minimum 5 years of experience conducting evidence syntheses, systematic reviews, or policy analyses in the WASH sector.
• Demonstrated experience working with government partners and multilateral agencies.
• Strong analytical and writing skills, with the ability to translate complex findings into clear recommendations.
