Technical Support NIS & Holistic Planning Consultant (Remote, 7 months)

About the role

UNICEF is seeking a senior consultant to provide technical and analytical support for New Vaccine Introduction, Integrated Delivery and Reach (NIS) and holistic planning. The consultant will work remotely for a 7‑month period, with occasional travel to Gavi‑eligible low‑ and middle‑income countries.

Key responsibilities

• Deliver direct technical expertise to selected countries on Vaccine Portfolio Optimization and Prioritization (VPOP) processes.
• Strengthen planning, coordination, strategy design, documentation and deployment of technical assistance for new vaccine introduction, optimization and prioritization.
• Ensure VPOP outputs are incorporated into National Immunization Strategy (NIS) updates or development.
• Support countries in preparing holistic Gavi 6.0 applications and aligning activities with Gavi’s Country Vaccine Budgets.
• Produce analytical reports, guidance notes and other deliverables for UNICEF and partner use.

Required profile

• Senior technical expert with extensive experience in immunization programmes, vaccine introduction and portfolio optimization.
• Demonstrated knowledge of Gavi processes, National Immunization Strategies and health‑system strengthening.
• Proven ability to work with ministries of health, WHO, Gavi and other international partners.
• Strong analytical, documentation and communication skills.
• Willingness to travel to project countries as needed.

Required skills

• Technical expertise in vaccine portfolio optimization and prioritization.
• Familiarity with National Immunization Strategy development and update processes.
• Understanding of Gavi 6.0 strategy and country vaccine budgeting.
• Analytical and report‑writing capabilities.
