Consultant – DREEM Baseline Assessment Study

About the role

World University Service of Canada (WUSC) is seeking qualified consultancy firms or research institutions to lead the baseline assessment for Phase 2 of the DREEM initiative, a five‑year pan‑African program aimed at improving higher‑education access and decent work for refugee and displaced youth.

Key responsibilities

• Design and implement a comprehensive baseline study covering education, employment, and inclusion outcomes for displaced youth across target countries.
• Collect, analyse, and validate quantitative and qualitative data in line with DREEM’s Monitoring, Evaluation, Research and Learning (MERL) framework.
• Produce a detailed baseline report that establishes benchmarks for midline (2028) and endline (2030) assessments.
• Coordinate with WUSC, Mastercard Foundation, higher‑education partners, and refugee‑led organisations to ensure locally‑led, culturally appropriate methodologies.
• Provide recommendations for data collection tools, indicators, and adaptive management processes.

Required profile

• Demonstrated expertise in monitoring, evaluation, research, and learning within forced‑displacement, education, or economic inclusion contexts.
• Proven experience working with refugee‑led and community‑based organisations in Africa.
• Strong track record of delivering high‑quality baseline or impact studies for international development programmes.
