Evaluation Specialist – Terminal Evaluation of Climate Resilience Project

About the role

The United Nations Environment Programme (UNEP) seeks an Evaluation Specialist to lead the terminal evaluation of the UNEP/GCF project “Enhanced Climate Resilience of Rural Communities in Central and North Benin”. The consultant will work remotely from Nairobi with occasional field visits, delivering an inception report, draft report and final evaluation report over an eight‑month part‑time assignment.

Key responsibilities

• Conduct preliminary desk review and introductory interviews with project staff and stakeholders.
• Reconstruct the project Theory of Change and develop the evaluation framework.
• Design and implement desk‑review, interview and, if needed, survey protocols.
• Define criteria for country/site selection and plan the evaluation schedule.
• Prepare the Inception Report (30 % of total weight) and incorporate feedback.
• Produce a draft evaluation report (40 %) and a final evaluation report (30 %).
• Provide geo‑referenced maps and photographs of key intervention sites where applicable.
• Ensure continuous communication with the project team and promote stakeholder ownership of findings.
