About the role
The Humanitarian Affairs Officer – Anticipatory Approach will be based in the Regional Office for Southern and Eastern Africa (ROSEA) of the Office for the Coordination of Humanitarian Affairs (OCHA) in Nairobi. The position supports the scale‑up and mainstreaming of the anticipatory approach across the region and reports to the Head of ROSEA through the relevant section chief, with a second reporting line to the Climate and Innovation Section in OCHA’s Financing and Outreach Division.
Key responsibilities
- Support regional scale‑up and mainstreaming of the anticipatory approach, including revising existing and developing new coordinated anticipatory action frameworks.
- Deploy to emergency responses to trigger anticipatory action frameworks and ensure learning and integration with early action, response, and recovery.
- Support regional mechanisms such as the anticipatory action working group and related bodies.
- Monitor, analyse and report on the anticipatory approach, focusing on the complementarity of disaster risk finance, humanitarian finance, IFI and climate finance.
- Organise and prepare studies on humanitarian and emergency relief issues, and facilitate inter‑agency technical review meetings to support policy development.
- Participate in large, complex projects, including disaster preparedness missions, and assist in coordinating international humanitarian assistance for complex emergencies.
- Draft situation reports for the international community, outlining current conditions and unmet requirements.
- Partner with other humanitarian agencies to plan and evaluate programmes that incorporate anticipatory approaches.
Required profile
- Reports to the Head of ROSEA with a secondary line to the Climate and Innovation Section.
- Willingness and ability to deploy to emergency sites as needed.
