ICT Policy and Sustainable Digital Transformation Consultant

About the role

The United Nations Environment Programme (UNEP) seeks an experienced consultant to lead ICT policy analysis and support sustainable digital transformation initiatives in Kenya. The role will combine policy expertise with a strong focus on environmental sustainability and governance.

Key responsibilities

• Conduct comprehensive policy and regulatory framework reviews related to ICT and digital platforms.
• Identify gaps and develop actionable recommendations that align with Kenya’s digital policy landscape and global sustainability frameworks.
• Design and advise on sustainable digital transformation strategies for public and private sector stakeholders.
• Facilitate multi‑stakeholder engagement with government agencies, development partners, private sector, and civil society.
• Integrate human rights, gender‑responsive, and environmental principles into policy and programme design.
• Provide technical guidance on ICT governance and ensure alignment with UN and international development standards.

Required profile

• Advanced university degree (master’s or equivalent) in Public Policy, ICT, Digital Transformation, Environmental Policy, Sustainable Development, Governance, Law or a related field.
• Minimum 10 years of relevant experience in policy analysis, ICT governance, digital transformation or sustainability initiatives, preferably at national, regional or international level.
• Proven experience in multi‑stakeholder collaboration, especially with government, development partners and civil society.
• Familiarity with Kenya’s digital policy environment and global sustainable digital transformation frameworks.
• Experience working with the UN system or international development organisations is desirable.
• Fluency in oral and written English; French is an asset.
