Individual consultant: Data interpretation and utilization

About the role
UNICEF is seeking an independent consultant to work with Ministries of Education and regional bodies to translate evidence into action, informing policies, plans and strategies. The consultant will support national teams in unpacking large‑scale national and international assessments, identifying improvement areas, and advocating for teacher training, curriculum revision and resource allocation.
Key responsibilities
- Analyze international datasets (SEA‑PLM, PASEC, PISA, etc.) and national or classroom‑level data to generate actionable insights.
- Develop tools and guidance for evidence‑based policy making, including support for SDG reporting and emergency contexts.
- Build national capacity to interpret and use data for improved policy and programme decisions.
- Apply an equity lens to ensure findings inform inclusive, gender‑responsive education practices.
- Translate assessment results into recommendations for teachers, curriculum developers and resource planners.
Required profile
- Minimum 10 years of progressively responsible experience in education, learning assessment, data analysis or policy implementation.
- Experience supporting national or large‑scale learning assessment initiatives.
- Proven technical assistance to governments or international organisations in low‑ and middle‑income or crisis‑affected contexts.
- Track record of producing analytical or knowledge products for policy and programme audiences.
- Ability to collaborate with multiple stakeholders and build capacity on data interpretation.
- Fluency in English and French.
