Institutional Capacity Development Consultant

About the role

The United Nations Environment Programme (UNEP) is seeking an Institutional Capacity Development Consultant to support the Sustainable Western Indian Ocean Programme (SWIOP). The consultant will lead a structured capacity needs assessment for ocean governance actors and design a multi‑year capacity‑building programme.

Key responsibilities

• Prepare an inception report with a detailed workplan and stakeholder engagement plan.
• Conduct a comprehensive needs assessment and produce a report outlining a capacity development programme.
• Develop training materials and tools for a three‑day regional workshop on ocean governance.
• Deliver the in‑person workshop convened by the Nairobi Convention Secretariat in Q1 2027.
• Compile a workshop report documenting outcomes and recommendations.

Required profile

• Proven experience in capacity needs assessments and programme design for environmental or ocean governance contexts.
• Familiarity with the Nairobi Convention, SWIOP, and regional ocean governance structures.
• Strong stakeholder engagement and virtual consultation skills.
• Ability to produce high‑quality analytical reports and training materials.
