International Consultant – Anti‑Trafficking in Person Expert

About the role

This position offers an opportunity to lead anti‑trafficking capacity‑building initiatives across Madagascar. The consultant will design and deliver training programmes for police, gendarmerie, prosecutors and anti‑TIP units, while also developing operational guidelines and policy documents.

Key responsibilities

• Deliver five five‑day workshops on TIP case indicators for Malagasy police and gendarmerie in multiple cities.
• Provide four five‑day workshops on TIP case management for anti‑TIP units and focal point prosecutors.
• Conduct five five‑day workshops on data collection and reporting for frontline officers and the national Anti‑TIP Bureau.
• Develop guidelines and standard operating procedures for investigators and prosecutors handling child sexual exploitation (CSE) and child sexual trafficking (CST) cases.
• Draft a revised anti‑TIP National Prevention Action (NPA) III for submission to national authorities.
• Offer continuous mentoring and capacity‑building support to prosecutors and anti‑TIP units.

Required profile

• Proven expertise in anti‑trafficking, preferably with experience training law‑enforcement personnel.
• Familiarity with Madagascar’s legal and institutional framework on trafficking.
• Strong analytical abilities to develop SOPs and policy documents.
• Excellent communication skills for delivering workshops and mentoring stakeholders.
