Mid-Term Reviewer for Palau & Vietnam GEF Projects

About the role

UNEP is seeking an experienced consultant to conduct mid‑term reviews for two GEF‑funded projects: the “Facilitating biodiversity conservation by enhancing aquaculture policy, planning, management, and production” project in Palau (GEF‑10907) and the “Mainstreaming Marine and Coastal Natural Capital Assessment and Accounting into Vietnam’s Development Planning” project (GEF‑10906). The reviewer will work remotely for a period of six months, delivering comprehensive review reports that assess progress, relevance, effectiveness and sustainability of the interventions.

Key responsibilities

• Analyse project documents, work plans, monitoring data and stakeholder inputs.
• Assess the relevance and effectiveness of project components against GEF and UNEP criteria.
• Identify strengths, challenges and lessons learned, and provide actionable recommendations.
• Prepare and submit a mid‑term review report for each project within the agreed timeline.
• Participate in virtual debriefings with UNEP’s Biodiversity and Land Degradation Unit and project teams.

Required profile

• Advanced degree in environmental science, marine policy, aquaculture, natural resources management or a related field.
• Proven experience conducting mid‑term or end‑term reviews of GEF or similar international environmental projects.
• Strong understanding of ecosystem‑based approaches to aquaculture and marine natural capital accounting.
• Excellent analytical, writing and communication skills in English.
