Principal Evaluator for Strategic Evaluation of Communication Dimensions

About the role

The United Nations Environment Programme (UNEP) seeks a senior consultant to lead a strategic evaluation of communication dimensions across its projects and programmes for the 2021‑2026 period. This part‑time, five‑month assignment will be home‑based with occasional field visits, reporting to the Evaluation Manager and the Director of the Evaluation Office.

Key responsibilities

• Develop and deliver an inception report (30% of total effort) outlining the evaluation methodology.
• Conduct a comprehensive assessment of project‑level communication performance, using participatory approaches and triangulated evidence.
• Prepare a draft evaluation report (40%) and a final report (30%) with actionable recommendations for UNEP’s Medium‑Term Strategy 2026‑2029.
• Engage regularly with key stakeholders to ensure transparency and incorporate feedback throughout the evaluation.
• Identify lessons learned and best practices to strengthen communication effectiveness at outcome and long‑term levels.

Required profile

• Proven experience in evaluating communication strategies within international or environmental programmes.
• Strong understanding of UNEP’s evaluation policies and project management frameworks.
• Excellent analytical and report‑writing skills, with ability to present evidence‑based judgments.
• Ability to work independently while coordinating with remote teams and conducting field visits as needed.
