Deputy Secretary – Senior Programme Management Officer (P5)

About the role

The United Nations Environment Programme (UNEP) is seeking a Deputy Secretary (Senior Programme Management Officer) at the P5 level to support the Intergovernmental Negotiating Committee (INC) on plastic pollution. The position is based in Nairobi and reports directly to the Executive Secretary. The role will contribute to the development of a comprehensive approach that addresses the full lifecycle of plastic, respecting the Rio Declaration principles and national circumstances.

Key responsibilities

• Assist the Executive Secretary in managing the work of the INC established under UNEP resolution “End plastic pollution: Towards an international legally binding instrument”.
• Coordinate the development of the international legally binding instrument on plastic pollution, including preparation of meeting documents and reports.
• Liaise with member states, UN bodies and other stakeholders to ensure coherent implementation of the INC’s mandate.

Required profile

• Senior professional with experience in programme management within an international or environmental context.
• Familiarity with UN processes and environmental policy frameworks.
• Demonstrated ability to work in a multicultural environment and to handle complex negotiations.
