ICT Policy and Sustainable Digital Transformation Consultant

About the role

We are seeking an experienced consultant to lead a comprehensive review of Kenya’s ICT and digital transformation policies, ensuring they align with sustainability and green technology objectives. The consultant will work closely with UNEP and a wide range of Kenyan stakeholders to produce actionable recommendations.

Key responsibilities

• Conduct an inception phase, develop workplan, methodology and stakeholder engagement plan.
• Perform desk review of existing ICT, digital platform governance, sustainability and green technology policies.
• Map and engage key government agencies, development partners, private sector, civil society, and academia.
• Prepare draft and final policy review reports, including gap analysis and assessment of green technology incentives.
• Lead stakeholder validation workshop, document outcomes and integrate feedback into final deliverables.
• Deliver a final consultancy report summarising methodology, findings, recommendations and strategic opportunities for UNEP.

Required profile

• Advanced university degree (Master’s or equivalent) in Public Policy, ICT, Digital Transformation, Environmental Policy, Sustainable Development, Governance, Law or a related field.
• Proven experience in policy analysis, gap analysis and stakeholder engagement within ICT or sustainability contexts.
• Familiarity with Kenya’s ICT regulatory environment and green technology frameworks is desirable.
