Impact Evaluation Consultant for Clean Cooking Transition Project

About the role

The consultant will lead the final impact evaluation of the UKPact‑funded Accelerating County Cooking Transitions (A2CT) project in Kakamega, Meru and Taita Taveta counties. The assignment aims to measure changes since the baseline, assess the project’s contribution to clean‑cooking outcomes, and generate evidence for future programming.

Key responsibilities

• Measure and analyse changes from baseline to endline across indicators such as clean‑cooking access, institutional capacity, market participation and GEDSI outcomes, disaggregated by county and target groups.
• Assess progress along the results chain (outputs, intermediate outcomes, outcomes) and evaluate the validity of the Theory of Change.
• Evaluate the contribution of capacity‑building activities for county officials, artisans, entrepreneurs and other value‑chain actors.
• Examine the integration of gender, youth, disability and other marginalised groups into project interventions and outcomes.
• Identify enabling and limiting factors, sustainability of results, and document lessons, good practices and innovations.
• Provide clear, evidence‑based recommendations for SNV, UK‑PACT, consortium partners and county governments to inform future clean‑cooking scale‑up.
