IT Program Manager & Business Analyst (PM-BA)

About the role

The International Rescue Committee seeks an experienced IT Program Manager & Business Analyst to lead technology‑driven projects that support humanitarian operations. You will combine program management expertise with business analysis to deliver data‑informed solutions across GIS, infrastructure and security domains.

Key responsibilities

• Lead multi‑stakeholder IT projects with significant technology components, ensuring delivery on time and within scope.
• Act as Business Analyst to produce high‑quality documentation, analytical reports and data‑driven insights for senior leadership.
• Coordinate Agile ceremonies – sprint planning, backlog grooming, daily stand‑ups and retrospectives – using tools such as Jira or Monday.com.
• Collaborate with GIS and infrastructure teams to define requirements, assess security, IAM and GRC considerations, and support audit readiness.
• Engage with technical and non‑technical stakeholders, translating complex concepts into clear recommendations.

Required profile

• 3‑6 years of experience in IT project management and business analysis, preferably in humanitarian or NGO settings.
• Bachelor’s degree required; PMP, CSM or equivalent certification preferred.
• Proven ability to influence senior leaders and drive decisions without direct authority.
• Self‑starter who thrives in ambiguous, fast‑changing environments.

Required skills

• Agile methodology and Scrum practices.
• Project management tools – Jira, Monday.com (or equivalents).
• GIS and infrastructure domain knowledge.
• Security Engineering, Security Operations, Identity & Access Management (IAM), Governance, Risk & Compliance (GRC) and data‑privacy concepts.
