Senior Programme Officer – Human Settlements (P5)

About the role

The Senior Programme Officer will support UN‑Habitat’s country and regional offices in designing and implementing human settlements programmes, forging partnerships with International Finance Institutions and reporting to intergovernmental bodies. The role is based in Nairobi and requires on‑site engagement with senior stakeholders.

Key responsibilities

• Assist country and regional offices in programme design, implementation and partnership development with IFIs.
• Provide substantive input for position papers and reports presented to bodies such as the UN‑Habitat Assembly, ECOSOC and the General Assembly.
• Conduct programmatic reviews of drafts and contribute to biannual and annual performance reporting.
• Represent UN‑Habitat at inter‑agency meetings, seminars and international conferences.
• Lead data collection and analysis efforts, delivering insights for data‑driven planning and reporting.
• Ensure data accessibility, integration and sharing across the organization.

Required profile

• Advanced university degree (Master’s or equivalent) in economics, urban planning, public policy, municipal finance or a related field.
• Minimum ten years of progressively responsible experience in urban development, urban finance, public policy or governance, preferably within the United Nations system.
• Proven experience managing large, multicultural teams and delivering complex projects.
• Experience working with International Finance Institutions and in data‑analytics environments is desirable.
