Shelter Manager

About the role

The Shelter Manager will lead and coordinate all shelter activities within the designated region, ensuring services are delivered safely, ethically and in line with donor agreements and organisational policies. This position oversees program implementation, case management oversight, safehouse operations for high‑risk trafficking cases and staff performance.

Key responsibilities

• Plan, coordinate and implement shelter programmes, adhering to approved proposals, work plans, budgets and donor requirements.
• Provide technical oversight of case management services, maintain the Case Management User Guide and ensure an up‑to‑date referral database in the Case Management System.
• Supervise shelter and safehouse operations for high‑risk trafficking cases, guaranteeing compliance with safeguarding, health‑and‑safety standards and internal procedures.
• Manage incident reporting, documentation and coordination with case teams and external service providers.
• Lead, mentor and appraise shelter staff and consultants, setting performance objectives and addressing conduct issues in line with HR policies and the Employment Act, 2007.
• Uphold safeguarding principles, data protection, confidentiality and professional boundaries, reporting concerns according to organisational policies.

Required profile

• Mid‑level professional with at least 24 months of relevant experience in humanitarian shelter management or protection programmes.
• Demonstrated ability to supervise staff, conduct performance appraisals and ensure compliance with safeguarding and ethical standards.
• Familiarity with donor‑funded project cycles, budgeting and reporting requirements.
• Knowledge of Kenyan Employment Act, 2007 and organisational HR policies.
