Supervisory Program Manager – Base Realignment & Closure

About the role

The Supervisory Program Manager leads a multidisciplinary team in the Base Realignment and Closure (BRAC) Regional Office, overseeing civilian, military, and contract personnel. This senior position is responsible for executing complex statutory base closures, property disposals, and environmental remediation across a defined geographic area.

Key responsibilities

• Provide first- and second‑line supervision, including hiring, performance evaluation, grievance resolution, and EEO/Affirmative Action implementation.
• Develop and execute business plans, annual budgets, and real‑property audits using DoD/DON tracking systems to secure approvals.
• Represent the region in negotiations with senior leadership, Congress, EPA, state regulators, and local redevelopment authorities.
• Oversee environmental planning, advanced remediation, caretaker operations, and real‑estate disposal actions.
• Resolve data conflicts and technical hurdles to ensure rapid, safe transition of former defense properties to communities.

Required profile

• At least one year of specialized experience equivalent to the GS‑14 level in federal service or comparable private/public sector experience.
• Proven experience managing complex federal programs involving real‑estate disposal and environmental remediation.
• Demonstrated ability to supervise multidisciplinary teams of program managers, engineers, and analysts.
• Experience representing an organization before senior officials, regulatory agencies, and congressional stakeholders.
• Track record of developing and implementing business plans for base closures or realignments.
