Toolkit development consultancy for disease outbreak preparedness

About the role

This consultancy will develop a practical toolkit to support country teams in leading or promoting vaccine acceptance and uptake during public‑health emergencies. It also includes providing technical support for vaccine demand and trial uptake, particularly in Ebola outbreak contexts.

Key responsibilities

• Develop a practical toolkit to guide country teams on vaccine acceptance and uptake during public‑health emergencies.
• Provide technical support for integrating vaccine demand throughout the emergency vaccination cycle, from preparedness and activation to deployment, monitoring and adaptation.
• Design and disseminate crisis‑communication plans and demand‑promotion strategies for disease‑outbreak response and vaccine roll‑out, including Ebola.
• Support capacity‑building activities on vaccine demand and social‑behavior‑change communication for partners and regional coordination mechanisms.

Required profile

• Master’s degree in social science or a related field.
• Minimum 10 years of experience in social and behavior change, risk communication, community engagement and emergency response.
• Proven experience designing and implementing demand‑promotion strategies and crisis‑communication plans for disease‑outbreak and vaccine roll‑out contexts.
• Experience in capacity‑building on vaccine demand/social‑behavior‑change communication and working within global or regional coordination mechanisms.
• Excellent written and spoken English and adherence to UNICEF’s core values.
