Toolkit Development Consultant for Disease Outbreak Preparedness

About the role

This consultancy will develop a practical toolkit to support country teams leading or promoting vaccine acceptance and uptake during public health emergencies. The toolkit will guide integration of vaccine demand throughout the emergency vaccination cycle, from preparedness and activation to deployment, monitoring, and adaptation. The consultant will also provide technical support for vaccine uptake and demand for vaccine trials and roll‑out in response to Ebola outbreaks.

Key responsibilities

• Design and produce a comprehensive toolkit that addresses vaccine demand and acceptance across all phases of emergency vaccination.
• Provide technical assistance to country teams to promote vaccine uptake, including support for Ebola vaccine trials and roll‑out.

Required profile

• Master’s degree in social science or a related field.
• Minimum 10 years of experience in social and behavior change, risk communication, and community engagement, especially in emergency response settings.
• Proven experience designing and implementing demand‑promotion strategies and crisis communication plans for disease‑outbreak and vaccine roll‑out initiatives.
• Experience in capacity building on vaccine demand/SBC and working within global or regional coordination mechanisms.
• Excellent written and spoken English.
