WHO Representative Talent Pipeline (P5/D1/D2)

About the role

The WHO Representative Talent Pipeline position is a senior leadership role within the World Health Organization, responsible for representing the Director‑General and Regional Director at country level. The incumbent acts as WHO’s chief diplomat, adviser and advocate, guiding national health priorities and ensuring WHO’s technical credibility.

Key responsibilities

• Provide strategic leadership, diplomacy and advocacy to advance health policies and position WHO as a trusted partner.
• Advise governments and partners on Health‑in‑All‑Policies, whole‑of‑government and whole‑of‑society approaches.
• Coordinate technical cooperation aligned with the Country Cooperation Strategy and WHO norms.
• Convene and facilitate consensus among governments, civil society, donors and other stakeholders on complex health issues.
• Ensure sound stewardship of resources, risk management, compliance and results‑based delivery.
• Lead, develop and retain a high‑performing workforce, fostering an inclusive and ethical workplace.

Required profile

• Proven experience in senior health diplomacy, policy advocacy and multi‑stakeholder negotiation.
• Deep understanding of global health governance, financing and partnership mechanisms.
• Demonstrated ability to translate scientific evidence into country‑led action.
• Strong leadership and people‑management capabilities, including talent development and succession planning.
• Commitment to WHO’s values, zero‑tolerance policies and ethical standards.
