Window 3 Advisor – Demographic Transition Technical Assistance

About the role

The Window 3 Advisor will provide technical leadership and delivery oversight for the emerging Window 3 mechanism of the Women’s Integrated Sexual Health (WISH) Dividend programme. The role focuses on demographic transition‑focused technical assistance, helping governments turn demographic data into actionable planning and budgeting tools.

Key responsibilities

• Define technical assistance needs with FCDO and government counterparts across seven African countries.
• Design high‑quality scopes of work and ensure practical, high‑impact delivery.
• Develop decision‑ready tools that translate demographic data into planning and budgeting insights.
• Build government capacity to uptake demographic evidence and strengthen institutional ownership of population agendas.
• Provide quality oversight for specific TA activities in each country.

Required profile

• Experience in demographic transition and population data analysis.
• Proven ability to work with government and donor partners on policy and systems issues.
• Strong background in designing and managing technical assistance programmes.
• Excellent communication skills for stakeholder engagement and capacity‑building.
