Human Resources Manager – Field Office

About the role

The International Rescue Committee is seeking a Human Resources Manager to lead all HR functions for its field office in Kakuma. The role serves as the central point for delivering recruitment, talent management, employee relations and HR administration, supporting the mission of delivering humanitarian aid.

Key responsibilities

• Coordinate recruitment of functional, administrative and support staff, including standard and Just‑in‑Time hiring.
• Manage onboarding, performance management, disciplinary actions and exit processes for field‑based personnel.
• Supervise the field‑based HR Officer, overseeing leave monitoring, personnel records, payroll registration and training coordination.
• Provide guidance to line managers on employee relations, grievances and staff engagement meetings.
• Maintain talent acquisition and management data in Cornerstone and HRIS data in Workday.
• Process incentive staff payroll using Paymaster and support the Integra system.
• Prepare regular HR reports on recruitment, leave, training and performance metrics.

Required profile

• Proven experience in full‑cycle recruitment and talent management in field settings.
• Strong knowledge of HR policies, compensation, benefits and employee relations.
• Ability to supervise staff and collaborate with line managers across functions.
