Programme Evaluation Specialist (Remote)

About the role

The United Nations Environment Programme is seeking a Programme Evaluation Specialist to work remotely on the Global Fund for Climate Resilience (GFCR) programme assessments. The specialist will lead the preparation of monitoring and evaluation reports and provide strategic recommendations to UNEP and the GFCR UN Global Team.

Key responsibilities

• Prepare an inception report to define the methodology for Monitoring and Evaluation Reports (MTRs).
• Conduct four desk reviews, one for each GFCR programme under review.
• Lead four on‑site review missions, document findings and produce mission reports.
• Draft four MTRs, incorporate feedback from UNEP and the GFCR UN Global Team.
• Finalize and obtain approval for the four MTRs from UNEP and the GFCR UN Global Team.
• Present results, lessons learned and recommendations to UNEP and the GFCR UN Global Team.

Required profile

• Proven experience in programme evaluation, preferably in environmental or climate‑related projects.
• Strong analytical and report‑writing abilities.
• Ability to work independently and manage multiple review missions remotely.
• Excellent communication skills for presenting findings to senior stakeholders.
