Advisor - Illicit Financial Flows (Good Governance)

About the role

The Advisor will support Output 4 of the “Strengthening Good Governance in Kenya” project, focusing on combating illicit financial flows and enhancing financial integrity. Based in Nairobi, the role provides expert guidance to government institutions and partners to align Kenya’s AML/CTF framework with international standards.

Key responsibilities

• Provide expert advice and technical assistance on preventing illicit financial flows and enforcing AML/CTF measures.
• Support the development and implementation of legal and regulatory frameworks in collaboration with key partners.
• Work with law‑enforcement agencies to strengthen their capacity to detect, investigate and prosecute money‑laundering and terrorist‑financing cases.
• Deliver training and capacity‑building programmes for reporting entities, regulators and relevant agencies.
• Assist in establishing inter‑agency cooperation mechanisms for financial‑crime investigations and asset recovery.
• Prepare technical reports, policy briefs and presentations to communicate progress and share best practices.
• Ensure alignment with Kenya’s Vision 2030, the FATF Action Plan and SDG 16 targets.
• Formulate job descriptions, oversee consultancy contracts and manage knowledge‑management activities.
• Contribute to the monitoring and evaluation framework for effective tracking and reporting.

Required profile

• Demonstrated ability to provide expert advice on AML and CTF matters.
• Experience in developing legal and regulatory frameworks related to financial integrity.
• Proven track record of capacity building for law‑enforcement and regulatory bodies.
• Strong analytical and report‑writing skills.
