ICT Policy & Sustainable Digital Transformation Consultant

About the role

The United Nations Environment Programme is seeking an experienced consultant to lead a comprehensive review of Kenya's ICT and digital transformation policies, ensuring they align with sustainability principles and green technology objectives.

Key responsibilities

• Conduct an inception phase, develop a workplan and methodology for the policy review assignment.
• Perform a desk review of existing ICT, digital transformation, platform governance, sustainability and green technology policy frameworks relevant to Kenya.
• Map stakeholders and create an engagement plan covering government, private sector, academia, civil society and development partners.
• Prepare and submit inception, draft desk‑review and final policy review reports, including gap analysis and recommendations.
• Identify and assess green technology incentive mechanisms against international benchmarks.
• Lead virtual presentations and a stakeholder validation workshop, documenting feedback and incorporating it into final deliverables.
• Produce a consultancy summary report outlining methodology, findings, lessons learned and strategic recommendations for UNEP.

Required profile

• Proven experience in ICT policy analysis, digital transformation and sustainability frameworks.
• Strong background in conducting policy reviews, gap analyses and drafting actionable recommendations.
• Demonstrated ability to engage diverse stakeholders and facilitate workshops.
• Familiarity with green technology incentives and international best practices.
• Excellent written and verbal communication skills for report preparation and presentations.
