Procurement Officer (Temporary)

About the role

The United Nations Office on Drugs and Crime (UNODC) is seeking a temporary Procurement Officer to lead its Eastern and Southern Africa Procurement Hub from Nairobi. Reporting to the Chief Procurement Officer in Vienna and the Regional Representative, the incumbent will oversee procurement activities across a wide range of goods and services for regional programmes.

Key responsibilities

• Provide expert guidance on complex procurement processes, including IT, medicines, construction, and long‑term agreements, while ensuring compliance with UN regulations.
• Plan, develop and manage procurement for major infrastructure and construction projects in close cooperation with architects, engineers and national authorities.
• Lead negotiations, evaluate bids, prepare contracts and approve procurement orders within delegated authority.
• Develop and standardise procurement procedures, workflows, templates and training programmes for staff and stakeholders.
• Monitor reporting, auditing and compliance, and implement enterprise tools such as Ariba, Procurement Tracker, IFS and CPRT.

Required profile

• In‑depth knowledge of international procurement standards, contract law and UN financial regulations.
• Proven ability to manage technically and legally complex procurements and resolve disputes.
• Strong analytical skills to interpret data, identify market trends and support decision‑making.
• Experience supervising procurement staff and delivering training and coaching.
