Urban Finance & Economy Specialist

About the role

The Urban Finance & Economy Specialist will support UN‑Habitat’s transition effort in Turkana and Garissa Counties, helping refugee‑hosting municipalities shift from humanitarian aid to locally led service delivery. This three‑month consultancy is based in Nairobi and focuses on diagnosing financial gaps, designing an own‑source‑revenue (OSR) strategy, and building capacity among county and municipal stakeholders.

Key responsibilities

• Assess the current financial position of Turkana and Garissa Counties and the Kakuma and Dadaab‑Hagadera municipalities.
• Design a practical OSR strategy tailored to the local context, including revenue‑raising options and fiscal sustainability measures.
• Provide technical analysis and strategic tools to guide the transition to the Shirika Plan.
• Facilitate capacity‑building workshops for county and municipal officials.
• Prepare a comprehensive report with recommendations for sustainable municipal finance.

Required profile

• Advanced degree in finance, economics, public policy or a related field.
• Proven experience in municipal finance, fiscal decentralisation, or economic development, preferably in low‑resource settings.
• Strong analytical skills and ability to produce actionable policy recommendations.
• Excellent communication and stakeholder‑engagement abilities.
