Programme Adviser – Human Rights & Gender Inclusion (P5)

About the role

UNFPA is seeking a senior Programme Adviser to lead the Human Rights, Gender & Inclusion Branch in Nairobi. The role provides strategic technical advice on human rights, especially reproductive rights, and ensures alignment with the Sustainable Development Goals and the ICPD Programme of Action.

Key responsibilities

• Identify priority human‑rights issues related to sexual and reproductive health and develop UNFPA’s strategic positions, policies and evidence‑based arguments.
• Support the mainstreaming of human rights and the “Leaving No One Behind” agenda across national and regional programmes, including family planning, maternal health, gender‑based violence and demographic change.
• Lead initiatives on Indigenous issues, persons with disabilities, persons of African descent and LGBTQI+ inclusion, coordinating with other UNFPA branches and the Geneva Liaison Office.
• Provide guidance in contexts of polarization, crises and climate‑induced humanitarian situations, ensuring that human‑rights considerations are integrated into operational strategies.

Required profile

• Extensive experience in human‑rights policy, gender equality and reproductive health at the senior UN or international development level.
• Proven ability to develop strategic frameworks, policy documents and evidence‑based advocacy materials.
• Strong coordination skills with multiple stakeholders, including UN agencies, governments and civil‑society partners.
• Commitment to UNFPA’s values and to advancing the Sustainable Development Goals.
