About the role
The United Nations Environment Programme is seeking a consultant to support the initial operationalisation of its Human Rights Due Diligence Framework Policy. The role involves reviewing existing systems, developing gap‑analysis tools, and producing guidance and training materials to embed HRDD across UNEP operations.
Key responsibilities
- Review and map existing UNEP systems and procedures against the HRDD Framework requirements.
- Develop a practical HRDD gap analysis methodology and assessment framework.
- Draft an institutional HRDD Accountability Framework aligned with UN policy.
- Produce staff guidance, implementation tools and training materials for UNEP operational contexts.
- Analyse existing due‑diligence and risk‑management processes, identifying gaps, overlaps and priority areas.
- Benchmark practices from other UN entities and extract lessons learned.
- Provide recommendations on governance structures, roles, escalation pathways, monitoring and reporting arrangements.
Required profile
- Advanced university degree in international law (or equivalent experience).
- Minimum five years of professional experience in human‑rights due diligence, governance, compliance or institutional risk management.
- Demonstrated expertise in international human rights and humanitarian law frameworks, including land, indigenous rights, health and protection.
- Experience developing institutional accountability frameworks and analysing human‑rights compliance gaps.
- Legal advisory experience in human‑rights compliance and ability to translate policy into operational procedures.
- Excellent drafting and communication abilities; experience designing and facilitating training programmes is desirable.
