Programme Specialist – RISE Programme Manager (Fixed‑Term, P‑3)

About the role
The Programme Specialist will lead the RISE programme in Kenya, providing technical leadership and coordination to create flexible, safe learning pathways for out‑of‑school adolescents and youth. Reporting to the Chief of Education and dotted‑line to the Deputy Representative, Programme, the role bridges UNICEF, the Mastercard Foundation, government and consortium partners.
Key responsibilities
- Support the design, adaptation and implementation of formal and non‑formal secondary education, accelerated and digital learning options.
- Coordinate system capacity building, technology‑enabled learning and evidence generation.
- Manage programme risk, monitor results using results‑based‑management, and report to the Programme Steering Committee.
- Facilitate collaboration among government, UNICEF, Mastercard Foundation, consortium partners and private‑sector stakeholders.
- Oversee budgeting, resource allocation and compliance with UNICEF strategic plans and performance standards.
Required profile
- Minimum five years of relevant experience in education programme management or similar.
- Senior‑level expertise in coordinating multi‑stakeholder initiatives.
- Strong understanding of secondary education, skills development and youth transition pathways.
- Proven ability to work in a results‑oriented, multicultural environment.
