Senior Manager – Development Strategy & Partnerships

About the role

Instiglio is seeking a senior‑level professional to lead high‑impact partnerships and strategic initiatives that advance results‑based financing and performance management across multilateral, bilateral and philanthropic institutions.

Key responsibilities

• Own multi‑year engagements with MDBs, bilaterals and philanthropies, from problem structuring through implementation.
• Diagnose investment and performance management practices, develop strategic options and build analytical cases for senior decision‑makers.
• Structure ambiguous, frontier problems (e.g., AI‑enabled government tools, new climate financing mechanisms) into testable hypotheses and pilot projects.
• Build trusted relationships with senior counterparts in governments, development agencies and philanthropic organisations, navigating complex stakeholder dynamics.
• Manage multidisciplinary teams across geographies, overseeing budgets, timelines and quality of deliverables while developing team members.
• Contribute to Instiglio’s thought leadership in results‑based financing, performance management and global partnership strategy.

Required profile

• Master’s degree (or equivalent) in Public Policy, Economics, Business, Development Studies or related fields.
• Excellent fluency in English (written and verbal); French or Spanish a plus.
• 3+ years of strategy consulting experience at a top‑tier firm (MBB, Big Four strategy practice or specialised development strategy firm) combined with significant exposure to international development.
• Typically 9+ years of total professional experience for Manager level, 11+ years for Senior Manager level.
• Demonstrated experience working with multilateral/bilateral institutions, large philanthropies or global development organisations.
• Track record of leading multi‑stakeholder, multi‑country engagements from problem structuring through implementation.
• Experience designing strategic initiatives or large‑scale programmes; exposure to results‑based financing, performance management or impact measurement is highly desirable.
