About the role
UNICEF is seeking a consultant to design, validate, pilot and support the initial implementation of two complementary talent‑engagement modalities for the Office of Innovation (OOI). The role focuses on creating a global talent roster for short‑term specialist needs and an operational framework for longer‑term non‑staff functions through UNOPS.
Key responsibilities
- Assess OOI demand, segment workforce needs and match each requirement to the appropriate engagement mechanism.
- Develop a target operating model for both talent modalities, including governance, SOPs, templates and quality‑assurance mechanisms.
- Design data, reporting and performance‑feedback requirements for the talent roster.
- Coordinate the initial roster exercise and support the preparation of a limited UNOPS pilot.
- Produce an implementation and hand‑over plan, including documentation and training for OOI stakeholders.
Required profile
- Proven experience in HR consultancy, talent management or workforce planning, preferably in international or UN contexts.
- Strong analytical skills to develop decision frameworks and governance structures.
- Ability to work collaboratively with senior OOI leadership and multiple UNICEF stakeholders.
- Excellent written communication for producing SOPs, templates and training materials.
