Africa DRR Finance Barometer Development Consultant

About the role

The consultant will support UNDRR and partners in establishing and piloting the Africa DRR Finance Barometer, delivering a monitoring framework, pilot dataset, dashboard prototype and recommendations for long‑term sustainability across Africa.

Key responsibilities

• Review relevant documentation on DRR financing and the Global Observatory.
• Participate in consultations with UNDRR, the African Union Commission and regional partners to define scope and methodology.
• Develop a harmonized Africa DRR Financing Monitoring Framework, reporting templates and metadata guidance.
• Map institutions and data systems, compile and analyse pilot financing data, assess data quality and identify gaps.
• Design, populate and test the Africa DRR Finance Barometer dashboard and support validation workshops.
• Prepare final guidance, lessons learned and recommendations for institutionalisation and scale‑up.

Required profile

• Advanced university degree in Economics, Public Finance, Development Finance, Disaster Risk Management, Public Policy, Statistics, Data Analytics or a related field (or equivalent combination of degree and experience).
• Minimum seven years of professional experience in public finance, development finance, disaster risk financing, climate finance or related fields.
• Demonstrated experience developing financing frameworks, indicators, monitoring systems or analytical dashboards.
• Experience conducting policy and institutional assessments in Africa and working with regional organisations, governments or international partners.
• Fluency in English; knowledge of French is desirable.
