About the role
The Assistant Director – Access to Information leads the Commission’s compliance with the Access to Information Act, oversees investigations of violations, and drives public awareness programmes. The role reports to the Director, Access to Information and is based at the Head Office in Nairobi.
Key responsibilities
- Provide guidance on reviewing and determining applications alleging violations of the right of access to information.
- Design and develop proactive disclosure programmes for public entities and private bodies.
- Initiate and facilitate hearing mechanisms for access‑to‑information applications.
- Request, receive and evaluate reports from public entities on Act implementation.
- Lead investigations into breaches of the Access to Information Act.
- Monitor Kenya’s compliance with international treaty obligations on freedom of information.
- Advise public and private bodies on legal approaches to handling access‑to‑information requests.
- Coordinate protection programmes for whistle‑blowers disclosing information in the public interest.
Required profile
- Minimum four (4) years served in the grade of Chief Access to Information Officer.
- Bachelor’s degree in Public Administration, Law, Information Management, Archival Studies or equivalent.
- Master’s degree in Public Administration, Law, Business Administration, Information Management, Archival Studies or equivalent.
- Certificate in Leadership/Corporate Management (minimum four weeks) from a recognized institution.
- Membership of a relevant professional body where applicable.
- Clear understanding of the CAJ mandate and the role of access to information.
- Demonstrated professional, managerial and leadership competence.
- Compliance with Chapter Six of the Constitution on leadership and integrity.
