Assistant Director, Finance & Accounts

About the role

The Kenya Veterinary Board seeks an experienced finance professional to lead financial planning, budget execution and reporting. This senior position reports to senior management and ensures compliance with statutory and governmental requirements.

Key responsibilities

• Develop and enforce financial and accounting policies, strategies, and procedures.
• Coordinate preparation of accounting and financial statements and authorize payments.
• Prepare annual budget execution reports and quarterly financial statements for program and operational budgets.
• Validate and approve tax and statutory compliance, and ensure timely payment for goods, works and services.
• Review management reports, advise on financial performance, and monitor adherence to approved budgets.
• Validate monthly bank reconciliations, trial balances and other financial reports.
• Maintain appropriate liquidity, liaise with the Parent Ministry and National Treasury for fund releases.
• Guide development of short‑term, medium‑term and long‑term revenue and expenditure frameworks.
• Implement quality management system procedures for efficiency and conformity.

Required profile

• At least 12 years of relevant experience, including 3 years at a senior finance officer level.
• Bachelor’s degree in Finance, Accounting, Economics, Statistics, Mathematics or related field.
• Master’s degree in Accounting, Finance, Economics, Statistics, Project Management or Business Administration.
• Certified Public Accountant (Kenya) or equivalent qualification.
• Membership of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
• Certificate in a leadership course of minimum four weeks duration.
• Proficiency in computer applications.

Required skills

• CPA (Kenya) certification.
• Strong computer application proficiency (e.g., Excel, accounting software).
